ED Letter to City about Swimming Pool

This is a two-page letter from the New Mexico Environment Deparment to the City of Lovington explaining why the ED hasn't issued a construction permit for the public swimming pool.

Please note the top of page 2 states the ED's concern about a high pressure hydrogen sulfide gas line on the north end of the pool's proposed location. This high pressure line was brought to the ED's attention when it reviewed the city's construction plans submitted as part of the pool application.

High Pressure Hydrogen Sulfide ( H2S) gas line is a high risk area. Should a release occur, the result could have a serious impact on the area of the release. There are several factors that have to be taken into account, such as PPM / Wind speed and direction and the amount of gas being released. However on any given day, should a release occur, the results can be fatal. Hydrogen Sulfide Gas is something you don't take chances with, a IDLH (immediate danger to life and health) situation can arise within seconds of a release. As an H2S Consultant, I would recommend a new location for the pool, and your city park is also now in a area that is now subject to exposure of the gas. E.D. reasons for it's decision is valid. The City Officials may contact me at anytime on any problems they have pertaining to Hydrogen Sulfide.
