Prior to 1955, Lovington had a mayor/council city government. In 1955, the citizens voted to switch to a commission/manager form of government. Probably since that time, and certainly in the past 30 years there has never been a formal search for a qualified City Manager.
New Mexico state statutes and Lovington's own ordinance clearly spell out the requirements for a city manager candidate:
"The manager shall possess extensive training and experience in municipal management under the NM municipal code for at least two years. ... The manager shall be appointed solely on the basis of administrative qualification... ."
Clearly, Lovington's most recent manager(s) did not meet the administrative qualifications quoted above.
This is an exciting time for Lovington! For the first time in a long time (maybe ever) the commission will conduct a formal search for a qualified candidate. This process will be above scrutiny and will bring an end to an era of small town, back room politics.
Those of you who throw stones at legitimizing Lovington politics might want to check your motives. How are you profiting from "back room politics" and why are you so against this move to legitimacy?
